Very simply the poor get a few meager but visible benefits and thus get blamed for the growth of government. The rich get the privilege of using government to rig markets which diverts resources to them from all others and this is a situation the Republican base does not mind. This works out to be a net loss to most everyone because a big part of economic policy is devoted to keeping profit margins high and real wages down. The labor market is just one market that gets rigged.
